We offer creative deliveries for all occasions. We service the Piedmont area of Virginia and the surrounding neighborhoods. Please note that additional charges apply for same day deliveries and specific time frame deliveries. See our Terms and Conditions below.

Delivery Areas and Fees

For Culpeper and surrounding areas, we charge $10 for delivery. For areas outside 20 mile radius it is an additional $1 per mile. Please call 540 727 8432 or Email us at Orders@decorxpress.com for a free quote and fees. Additional charges will apply for areas with bad weather conditions, same day delivery and delivery address changes.

Terms and Conditions
By submitting your order and checking the acceptance section on our order and delivery forms, the customer accepts these terms and conditions and authorizes Décor Xpress to take payment for the product and services selected on our order and delivery form.

• Orders will be in the processing stage 6 (six) hours after payment has been received.
• There are no refunds or changes once processing stage is completed.
• There is no refund or changes after six (6) hours when payment is accepted.
• Changes to delivery venues, time and dates must be received twenty-four (24) hours prior to delivery schedule. You must resubmit a newly completed and signed form with all necessary changes. Please enclose additional fees where applicable.  
• Delivery will only be attempted once on the customer's specified delivery date and address.
• If the order is affected by any of the events listed in our delivery exclusions clause then no refund will be given
• Specific instructions must be given as to what to do in case recipient is unavailable at time of delivery (i.e. leave at neighbor's house). In case of such instruction, delivery will be considered complete once specified instruction has being followed.
• Please give us at least 24 hour notice to enable personalization of your orders.
• All orders for next day delivery must be received by 10:00 am and will attract a $35 additional fee.
• Orders received after 10:00 am on Friday will be delivered on Monday unless prior arrangements have been made.
• All deliveries will need to be signed for upon delivery.

Product Variation and Substitution
Balloons may have minor variations from images shown on our website. We reserve the right to use similar balloons, similar messages, or colors in the unlikely event that the chosen balloons are out of stock. If you do not want this please state this in the special handling and delivery instructions section of the form.

Delivery Exclusions Clause

1. Terrorism, natural disaster, or adverse weather affecting delivery
2. Accident(s) that prevent access to delivery address
3. Customer has given incomplete or inaccurate delivery address
4. The recipient is not present at the delivery address.
5. Security restrictions in public or private buildings or private building that prevent delivery.

Payment Methods and Policy

• We accept all major credit cards, checks and money orders.
• All check payments will be processed after banks approval and confirmation is complete.
• Orders will be processed within (six) 6 hours after payment is completed.
• All returned checks and declined card payments are subject to a minimum of $35.00 processing fees.

We reserve the right to supplement and or amend the Terms and Conditions. It is the Customer's responsibility to read and review our terms and conditions. Terms and Conditions shall be deemed to include all other notices, policies, disclaimers and other terms contained in our company's website, provided in the event of a conflict between any such other notices, policies, disclaimers and other terms, these Terms and Conditions shall prevail.
